DRAFT CONSTITUTION PREAMBLE We the baseball fanatics of the free world, in order to form a more perfect fantasy baseball league, establish justice, insure league tranquility, provide for the shared enjoyment, promote fairness, and secure the blessings of high winning percentages, do ordain and establish this Constitution for the . Article I. STRUCTURE Section 1. The league shall be broken into 2 sections, which shall consist of an American League and a National League. Section 2. The American League shall be composed of no less than eight teams, divided into no less than 2 divisions. The American League will make use of the designated hitter rule. Section 3. The National League shall be composed of no less than eight teams, divided into no less than 2 divisions. The National League will not make use of the designated hitter rule. Section 4. The two leagues will not play any games against each other except in the World Series. Section 5. Each Owner shall be allocated $100 million to be used to purchase players, a minor league team, make changes to their ballpark, or trade. The allocation shall occur immediately following the last post-season game. Section 6. Excess money from the previous season may be carried over to the next season. Section 7. The league shall have 3 officers. They shall be Commissioner, National League President, and American League President. The duties will be decided at a later date. II. SEASON Section 1. The season shall consist of a pre-season, regular season, post-season, off-season, and signing season. Section 2. The pre-season shall consist of up to 30 games. The pre-season shall be rather informal in nature, lacking a schedule, however each team will play each of the other teams twice - once at home, once on the road. Section 3. The regular season shall consist of 162 games. It shall be played starting on a Monday and end 23 weeks later on a Tuesday. Section 4. The regular season shall have one game played for each day of the week. Rest days shall occur but will not result in a day of no games being played. Section 5. The Post-season shall commence on the first Monday following the conclusion of the Regular Season. Section 6. The Off-season shall commence immediately following the final game of the World Series and end on the first Monday of January. Section 7. The signing season shall commence on the first Monday of January and shall last for six weeks. III. PLAYER QUALIFICATIONS Section 1. Pitchers and hitters shall have to meet a minimum requirement to qualify to play. Section 2. Pitchers shall be required to have pitched 40.0 innings or have appeared in 40 games. Pitchers shall be required to start at least 10 games to be designated a starting pitcher. Section 3. Hitters shall be required to have at least 200 at bats. Section 4. Players shall only play position(s) that the Diamond Mind baseball simulation has an assigned rating and where they have played at least 10 games, with the exception that outfielders shall be allowed to play any outfield position as long as they have a rating for at least one outfield position. Section 5. For the purposes of this league, a player shall be considered an American League player if he ends the season on the roster of an American League team. A player shall be considered a National League player if he ends the season on the roster of a National League team. IV. ROSTERS Section 1. There shall be no limit to the number of players on a roster. Section 2. Each team shall only have up to 25 players on their active roster. Section 3. Players may be added to a roster via the auction, minor league draft, or by trade with another team. V. AUCTION Section 1. The auction shall commence on the first Monday of January. Section 2. All players that qualify to play shall be included in the auction. Prior to the start of an auction, owners may petition to have additional players that do not qualify included in the draft. Section 3. Players that shall be available in the auction will be divided evenly into 5 rounds by lot. Group one shall be bid on first, followed by group two, then groups three, four, and five. After the fifth group has completed receiving bids, all of the players that did not receive bids will be combined into a sixth group and will be available to receive bids a second time. Section 4. Players shall be bid on using a blind bid process. Each team shall make bids on players without having any knowledge of any other bids made by other teams. The winning bid shall be the bid that is the highest. The highest bid is defined as number of years being offered, multiplied by the salary offered per year. If the total dollar amount between two bids is equal, the higher average yearly salary will be considered the winning bid. In the event of a tie, the player shall be available again to receive bids in group six. Section 5. Each group of players shall be available to receive bids for 5 days, starting at midnight and lasting until 11:59pm, five days later. Section 6. An owner shall have the option to retain their free agents and receive a "Hometown Discount". Once an auction round ends, an owner will be given an opportunity to retain the player by offering an additional year to the best offer. In return, the player will give a 5% discount to the best offer. VI. MINOR LEAGUE DRAFT Section 1. The Minor League Draft shall be used to speculate on young talent without incurring a large cost. Section 2. To qualify for the draft, a player must have fewer than 130 at bats or 50 innings in Major League Baseball. Section 3. Players not listed as available for the draft may be included by petition to the appropriate League President. Section 4. All drafted players shall receive a 6 year contract. Section 5. A drafted players salary is based on the round selected: First round picks shall receive a yearly salary of $500,000, Second Round Picks shall receive a yearly salary of $200,000, Third Round Picks shall receive a yearly salary of $100,000, and all other players shall receive a yearly salary of $50,000. Section 6. The draft shall last long enough to satisfy all of the owners needs. Section 7. Each owner shall have 24 hours to make their selection. If they do not make their selection within 24 hours, they shall be considered retired from the draft, with the next team due up allowed to make their pick. Section 8. The draft shall start on the first Monday in March. Section 9. The draft order shall be based on the previous seasons record. A coin toss shall be used as a tiebreaker. VII. SALARIES & CONTRACTS Section 1. A players salary shall be determined by an auction. Section 2. Each player shall receive 1/6th of their salary per month. Payment for the upcoming month shall be made on the first day of the month. Section 3. A team shall be responsible to honor the terms of the contract unless the player is traded to the opposing league (ie. from NL to AL). VIII. TRANSACTIONS Section 1. Trades shall be allowed to be conducted at any point during the calendar year. The exception shall be the period from the trade deadline to the end of the last post-season game. Any trade shall be allowed that abides by section 3 and does not raise the team payroll higher than the teams' available cash. Section 2. Players and money shall be the only negotiable items that can be traded. Anything other than players or money that is negotiated shall be non-binding and removed from the trade. Section 3. All negotiations and trades shall be conducted with "good faith" intentions. Section 4. An owner shall be allowed to promote and demote players to and from their active roster as often as needed. A player demoted from an active roster shall remain inactive for at least 10 simulation days. However, an injured player may be placed on the disabled list and replaced by any player, including a recently demoted player. Section 5. The minimum length of time a player shall spend on the disabled list is 15 simulation days. Section 6. The disabled list shall only be used to demote players that are injured by the Diamond Mind baseball simulation. Section 7. Moving a player to the disabled list shall be the only method to demote a currently injured player. VIV. BALLPARK MODIFICATION Section 1. A team shall be allowed to modify their ballpark at any point during the pre-season. Section 2. The cost to modify a ballpark shall be $5 million. VV. PLAYER USAGE Section 1. An owner shall be allowed to change their managerial profile as often as needed. Section 2. A part-time player shall be required to platoon with another player and shall only be allowed to play up to 50% of the time. Section 3. Relief pitchers shall only be allowed to be placed into 2 of the 4 relief roles.
